The Special Operations Forces Command[2] (特种作战司令部, Командование сил специальных операций; abbreviated КССО in Cyrillic script and KSSO or KSO in transliterated Latin script), also generically called the military (军方) or Regular Army (正规军), was a Russian, later Neo-Soviet strategic-level special forces command and a subbranch of the Neo-Soviet Army, turned rogue military force under General Carter.
Originally a supporting faction, they quickly became the second antagonistic faction of Girls' Frontline. The KCCO allied with Paradeus, conducting military operations to assist their experiments to produce a key to Relic Technology, and committed mass murder of German civilians on their behalf during Coronation Storm. The KCCO's true objective was to tear up the peace treaty between the Neo-Soviet Union and the Pan-European Union, reignite World War Three to make the Neo-Soviet Union the final victor of the war, and prevent the creation of the URNC to preserve the NSU's independence.
Carter's plan was foiled by the Bureau of State Security and Griffin & Kryuger, and the rebellion was quelled with Carter's death on 18 November 2064 during his attempted coup d'état in Moscow. Many sympathizers survived and are encountered ten years later during Girls' Frontline 2: Exilium.
Story
Real-world origins

In 2009, as a part of the comprehensive reform of the Russian Armed Forces, the Special Operations Directorate, subordinate directly to the Chief of the General Staff, was created on the basis of the GRU in the Moscow Oblast and saw extensive action in the Caucasus region and in Syria. In 2012, the Special Operations Directorate was reorganized as Special Operations Command, or KCCO, and plans were made to upscale the Forces to nine special purpose brigades.

After the rise of the Neo-Soviet Union in 2032, the KCCO still served as its special forces command. The same year, Carter had an encounter with Relic Technology at OKb-413 during Operation Sparkplug, gaining knowledge he would use for his plans in 2064.[3][4]
When World War Three began in 2045, the Neo-Soviet armed forces fought against the United States and the Western nations in Europe. At the close of the war, the factions had expended all their resources and were forced to sign a peace treaty. This greatly upset some within the KCCO, including General Carter, Captain Yegor and their soldiers, as they wanted the Neo-Soviet Union to be the clear winner of the war.[3] They also opposed plans to integrate the NSU into a coalition of nations,[1] arguing that opening the country would dilute its national identity and crush its local economy under the weight of large international corporations.[5][6] After the Great Disarmament of 2051, funding and equipment became scarce at KCCO, severely impacting the soldiers' livelihood.[7]
Search for Elisa


Under General Carter, the KCCO employed highly trained human veterans, many of them survivors of World War Three, as well as military-grade Automata, drones, vehicles, and mechs. In fact, the KCCO deploys their mechanical units more frequently than their human operators, which is why the Commander and Griffin's T-Dolls mostly encountered the KCCO's mechanical units.
Based on his experience from 2032, Carter sought to gain access to the OGAS system. William, a leader of Paradeus, offered him an opportunity by capturing Elisa, the OGAS-based AI created by Lycoris at Sangvis Ferri. William was also interested in stealing Elisa's data for himself, but only after she had matured. In 2061, the KCCO arranged the Butterfly Incident, during which Lycoris was killed and Elisa went rogue. Paradeus and the KCCO then allowed Elisa to mature, planning to capture her in the future,[3] though Carter kept Paradeus' at arm's length.[8] The other leader of Paradeus, Rudolf von Oberstein, steered their cooperation to reinforce his own power over Germany.[9]
Griffin & Kryuger PMC had a working relation with the KCCO. G&K CEO Kryuger benefited from his former superior Carter's support to hire more Dolls than legal, smuggle weapons and organize media blackouts. In exchange, G&K was assigned to contain the Sangvis Ferri rebellion and provide the KCCO with the research of Lycoris recovered from SF territory, claiming they would help them develop new Doll technology.[10][11] In reality, they were interested in Lyco's research on the OGAS system.[12] G&K occasionally assisted the military during joint operations[13][14] and by recovering automatons hacked by Sangvis Ferri.[15]
In 2064, under cover of a joint live-fire demonstration for public relations, the KCCO organized a joint assault with the PMC Griffin & Kryuger to destroy the Sangvis Ferri HQ and put an end to the rebellion of the SF T-Dolls.[16] Later called the Great Retreat, the operation was actually a ploy by the KCCO and William to arrange an encounter between the Sangvis Mastermind Elisa and the AR Team T-Doll AR M4A1M4A1M4A1, which William believed would create an entity working as the "key" to the Relics.[17][18] By claiming that G&K had gone rogue, the KCCO created an excuse to overreach their regional authority and deploy troops en masse.[19] The appearance of a key would break the Relic Arms Limitation Treaty and provide the West a casus belli to restart the war by attacking the NSU.[3] The plan failed when Elisa overpowered the KCCO's electronic warfare apparatus[20] and M16A1 took Elisa away, preventing her to merge with M4.[21] Moreover, Carter's excuse for his overreach was ruined when Statesec agent Angelia used a Collapse bomb to prevent Angelia's capture.[22]

Having failed to capture Elisa, the KCCO turned their attention to the abandoned Paldiski submarine base in the Estonian Red Zone, a Paradeus research center containing a Starfish, an access node to the OGAS system. Angelia and the Commander were sent by Statesec to deny the KCCO access to the Starfish. Since the plan implied the KCCO had supporters in Moscow willing to simultaneously activate the system from their end, Statesec planned to concurrently make political arrests.[4] The KCCO's plans were revealed by William to Statesec, presumably so that M4A1 would be dispatched to Paldiski and make contact with the Starfish, as another method to verify her compatibility as a Relic key.[24]
After a grueling battle that cost the Commander most of their forces and made KCCO morale plummet, bomber Cobalt-13[23] from the 22nd Guards Heavy Bomber Aviation Division at Engels Air Force Base[4] obliterated all KCCO forces outside the base.[23] The few soldiers who had managed to enter the base were soon killed during the operation to plant explosives on the base's sea valves, and their explosion.[25][26] Carter's right-hand man, Captain Yegor, was defeated by Task Force DEFY, along with his flight of four Ares mechs, and killed by the flooding. The Starfish was briefly activated by Elisa, but didn't benefit the KCCO.
Preparation for the Moscow coup d'état

After the Paldiski Incident, the soldiers involved were declared traitor, and Carter was relieved from his position,[27] though he was ultimately only demoted from Army General Staff to Army Group Chief of Staff[28] thanks to his supports. Despite the KCCO's failure at Paldiski and their weakened position,[29] Carter still had proponents in the Neo-Soviet government.[30][31] They also worked with the Neo-Soviet mafia, the Vory v Zakone, who provided them weapons and equipment.[32] Spies were planted in organizations linked with the Rossartrists,[33] among them Inesa Chernova.[34]
The KCCO started receiving shipments of Iaso's Boxes from Paradeus[35] for use in the upcoming coup d'état in Moscow.[9] However, many shipments were intercepted by the Stasi and the Commander throughout October 2064.[36] In exchange for Paradeus' help,[37] and with the support of the soldiers at Frontier Special Region 1718,[38] Carter started the Fireworks Incident in the first hours of 4 October 2064:[39] under the guise of a general attack on border PMCs, a Spetsnaz group led Operation Marduk to destroy Griffin & Kryuger.[40][41] The incident was used by Statesec to proceed with more arrests, and Havier personally intervened to ensure G&K's survival.[41]
During the night of 19 to 20 October, the KCCO assisted Paradeus again by derailing an intercontinental train of the “Future” line and assisting the local Paradeus agent Tareus,[42][43][44] in order to prevent Instructor Я from delivering the Grand Duke to the Commander for the Battle of the Dead Sea.[45] The Vory were inadvertently caught in the attack, but the KCCO eliminated them anyway, considering that the Vory were not influential enough in Moscow to matter.[32]

After the fall of Avernus during the Battle of the Dead Sea and the assassination of Laplace in Frankfurt, Paradeus' Project Cocoon was considered halted and the terrorist attacks with Iaso's Boxes were blamed on Carter,[47] as the German government had been secretly working with Paradeus and wanted to dissimulate the role of their partners in the attacks.[48]
On 15 November 2064, Carter launched his coup d'état in Moscow, and simultaneously announced he was launching bomber planes and missiles against the capital of Germany, Frankfurt. While he claimed that razing the city was a necessary evil to kill the leaders of the soon-to-be formed URNC,[46] Carter was only taking the role of a foreign scapegoat: the planes in fact came from Germany on Rudolf von Oberstein's order,[9] and the actual goal was to kill as many of the six million inhabitants as possible to harvest their bioenergy as fuel for the resurrection of Lunasia.[49] Carter's troops infiltrated in Moscow surrounded the Kremlin, killing some politicians and capturing others.[7]
Two days later, other Neo-Soviet armed forces started pushing back against the rebels,[50] and on 18 November, as Carter was in the middle of closing negotiations, loyalist troops broke through. Carter offered any KCCO soldier willing to retreat to be paid and evacuated to the Yellow Zone to avoid retribution, but none took the offer.[51] With Oberstein's assassination, he had lost his main backer.[9] The same day, loyalist troops entered his bunker and he committed suicide.[52] Rebel troops made a fighting retreat to the Eastern border throughout 19 November. Some considered becoming bandits in the Yellow Zone.[53][52]
Survivors
Surviving followers of Carter in the armed forces were demoted, dismissed or court-martialed. Rank-and-file sympathizers like Dmitry and Nikolai were allowed to proceed with their service, but were assigned to border regions and could only preserve what military tradition they could as uniforms and culture changed after the NSU officially integrated into the URNC. Dmitry and his companions took part in the Purification Project as their way to honor their land and people even if the NSU disappeared.[54] KCCO spies like Inesa Chernova discreetly returned to civilian life, though Chernova's past was used by Mangi Security Service to blackmail her into serving as their agent within Public Security. Chernova expressed that she had joined the rebels trying to make the world a batter place, but only made it worst.[34]

- KCCO field units are named after gemstones and mineral species, such as amber, hematite, quartz, zircon,[55] scheelite or chlorite.[56]
- The helmet that KCCO human operatives wear in their artwork seems to be the Altyn helmet. Although this helmet is popular among Russian special forces and intelligence agencies like the Federal Security Service (FSB), there are no evidence of the Special Operations Forces using the Altyn. It is quite weird anyway to see future special forces using a 1984 helmet, especially given the advanced technology used by the KCCO.
- During her Neural Upgrade story, SMG Micro UziMicro UziMicro Uzi finds an enhancement module containing a KCCO AI and secretly starts using it to boost her performance. The AI eventually turns against her but she keeps the neutralized module.
- SMG PPSh-41PPSh-41PPSh-41's Neural Upgrade story is about rebel Neo-Soviet troops trying to take control of a region, but they're not specified to be KCCO forces.
