Purification Project

“ | These walls are keeping three kinds of people apart. Those who have reached safety, those who are given permission to reach safety, and those who don't have the right to reach safety. People kept outside of the walls do whatever they can to get inside, while people within the walls do everything they can to keep them out. The Railway, the walls... They are all nothing but products of humanity's selfishness. — The Commander describing the impact of the New Westward Movement.[1]

The Purification Project (净化工程) is a joint land decontamination project between the URNC and the Neo-Soviet Union, formalized by the “Protocol on the Joint Initiative Between the Union of Rossartrist Nations Coalition and the Neo-Soviet Union for the Restoration of Collapse Radiation Contamination Zones” signed during the Thirteenth Plenary Session in Geneva on 19 April 2067.[2] It has been described as “the single most important policy the URNC has undertaken since its establishment”.[3]
In order to promote environmental recovery and urban reconstruction in areas contaminated by Collapse radiation, the two governments agreed to collaborate on the “restoration of European Contamination Zones”, each processing the Yellow Zones within their effective area of political influence. Each entity would retain administrative control of the areas they decontaminated, though it was agreed that each would grant free passage to the other's military forces on their territory. They would then meet in Central Europe, along a line running from Kaliningrad to Warszawa, Budapest, Belgrade, and Tirana to decontaminate the Carpathian Red Zone, and eventually clearing the remaining Black Zones. The color-coded designations were also defined in the protocol.
Once the European experience concluded, the decontamination methods would be applied to Africa, then Oceania, South America, Asia, North America and finally Antarctica. The protocol stated that the project would start on 2 July 2067 and the parties hoped to complete the decontamination of Europe by the end of the century, and of the rest of the world by the end of the following century.[2]
Though the protocol was signed with the URNC and NSU as two separate parties, the NSU had already begun the process of merging into the URNC back in 2066.[4]
Neo-Soviet Union - “New Westward Movement”[edit]
“ | As a bounty hunter, I've seen the power of the URNC first hand—they'll go to any lengths to push their purification agenda. As soon as they set up their beacons and confirm that the area is ready for purification, they promptly evict the residents and blow up anything they deem useless or obstructive. They then lay down tracks for the massive Great Wall Railway to pass through. Once the tracks are laid, the URNC will bring that behemoth right over us and station former NSU troops here, ensuring that no one can get in... Unless you have plenty of Sardis Gold. Oh, Collapse pieces work too. Hah, the NSU troops who once ruled here with an iron fist and dreamed of dominating everything now have to grovel at the URNC's feet, cleaning up the mess in a world reduced to nothing but yellow sand. — A bounty hunter describes the methods of the “New Westward Movement”.[5]

The NSU started decontamination along the Vilnius-Minsk-Kyiv-Odesa line and split the process into five-year "Revival" plans collectively designated as "New Westward Movement". They employed Mobile Purification Towers paired with Mobile Quarantine Walls,[2] also called the “Great Wall Railway” (长城列车) or "Self-Propelled Multifunctional Decontamination and Purification Railway Vehicle System" (自走式多功能除染净化铁道车辆系统). The trains were made of repurposed military intercontinental armored trains and reached 40 meters high.[6] The purification towers used may have been the ones developed in collaboration with the URNC.[4] Purification Zones were designated with the letter W, a year, and a four-digit zone number, such as “W_2069_0105”.[3][7][8]
To survey the land ahead of the railway and the wall, Post-War Reconstruction High-Risk Operation Support teams were deployed to perform demolition on extant structures and warn local populations about their upcoming relocation.[9] Teams from the Contamination Zone Survey Maintenance and Environmental Analysis Group were also dispatched to monitor Collapse radiation concentrations and maintain the automated beacons performing localized decontamination effort. The beacons were often attacked by local populations to slow down the railway's arrival and the destruction of their homes.[10] Once the Wall is set, registration offices are installed for former Yellow Zone residents to apply for an implanted identity recognition chip granting access to the Green Zone, where they are promised a better living environments and government-allocated housing and job. Access to the Green Zone is not guaranteed and applications can be rejected on the grounds of mental illness.[5]
After the formal integration of the NSU into the URNC, the Neo-Soviet Great Wall Railway Garrison, as well as the elite Railway Defense Forces, were left in charge of protecting the Great Wall Railway and the terrain leveling and tracks-laying operations in the pre-purification zones from ELID and Varjagers menaces. Garrisons were put under the authority of a Warrant Officer or Captain. These troops were however neglected by the URNC administration and severely underfunded and underequipped, including a lack of T-Dolls. They relied on bounty hunters by exchanging information, supplies and free passage through their controlled areas for the elimination of specific menaces.[7][11][12] Corporations such as the the Frontier Construction Group[8] and Girard Group participated in the project, though Girard in particular attempted to retain effective control of their decontaminated areas after their administrative authority was revoked.[6]

The NSU started decontamination along the Szczecin-Berlin-Nuremberg-Munich-Zurich-Geneva line and used “Ark-class reseeding platforms”.
No detail is known about the progress made in Western Europe.
