The Underground Brokers are black market merchants operating as a network in the contamination zones of Eastern Europe in the 2070s. Considered smugglers by the URNC, their convoys sell services such as transportation, transmission coverage,[2] transfer of secret data[3] and information, and goods ranging from small animals to heavy weapons across dangerous regions.[4] The name comes from the Underground Quarters, an underground Yellow Zone settlement where the brokers network originated. Brokers who contributed to the creation of the network such as Poludnitsa are honored by the title of “Surrogate”.[5] They are also known to dig tunnels to move unseen between the safe and contaminated zones.[4]
Though there is natural competition between brokers and they're well-armed to defend themselves against ELIDs and bandits even when they hire bodyguards from B.R.I.E.F., it is a tacit agreement that brokers need to support each other to some extent to prosper. Poludnitsa called this concept of minimum necessary cooperation the “bottom line” separating brokers from bandits. Leaving a fellow broker to die was the reason she kicked out Jakub Zeman from her convoy.[1] The brokers organize an annual fair, usually hosted by Poludnitsa under the name “Mercury's Bazaar”, placing it under the auspices of the Roman god of commerce.[6] Brokers mostly trade using Sardis Gold and Collapse pieces as money instead of Green zone credits.[7] Some brokers mint their own Collapse pieces.[8] It's been said that brokers lost some business due to the rise of bounty hunters.[9]
