Rurik Girard (留里克·吉拉尔)[1] is an antagonist NPC in Girls' Frontline 2: Exilium.

Background

In the late 2060s, Rurik was a director (董事, “board member”) of the Girard Group and became a state legislator in the Odesa Parliament. Through Girard's contribution to the economic and technical development of Odesa, mainly through their construction work, Rurik came to enjoy large public support.[2]

To plant an agent in the Public Security Administration of Odesa, Rurik targeted a promising cadet of the Military Academy called Fedya Sokolov. Fedya came from a poor family and applied to the Girard Group's student loan program as a last resort after suffering a costly injury during his studies. Rurik personally provided the money to heal him fully, and after Fedya joined PubSec, Rurik recruited him as his inside man. Believing that the Girard Group was benevolent, and eager to climb the administrative ladder to support his city, Fedya complied. With his support,[1] Girard secured many contracts to provide the Oblast with new or refurbished security automatons.[3]

Rurik's plans established the Girard Group as a major actor in Odesa's development and governance. Moreover, Girard exploited the prevailing Neo-Soviet national identity among the local population to prevent the URNC central government from opposing them rashly.[4] Due to Girard's control over Third-Generation Doll technology, Rurik lorded over the rest of the Orlog Conglomerate, considering himself irreplaceable for the continuation of the Horoscope Program[5] and Lullaby Project.[6] Girard lent the Third-Gen Doll Cocoon to Cecht FABN as liaison, and Rurik considered her his byway to extort Cecht FABN.[7][5] Rurik was also involved in Mangi Security Service's investigation of Nikketa.[8]

Character Info

Rurik is a member of the Girard family, chairman of the board (董事长) of the Girard Group[Note 1] based in the Odesa branch[2] and the brother of Oleg Girard,[9] CEO (总裁)[Note 1] of the Girard Group based in the Lviv headquarters.[10] He's an proud man who revels in using the political power granted by his monopoly over Third-Generation Doll technology to prove his superiority and extort the other members of the Orlog Conglomerate, which was his downfall. He also has a machiavellian mind, manipulating Major Fedya into becoming his inside man at PubSec, laying traps to prevent NOMFA's investigations in Odesa and feigning interest in Odesa's well-being to maximize his profits, before attempting to destroy the city once it turned against him.

Story Involvement

In 2074, Girard lent two Third-Generation Dolls to Cecht FABN, Sextans and Darture, to recover Helena on behalf of Paradeus. Sextans's mishandling of Claude Family member Darren Claude during the original expected recovery, and Darture's repeated failure to recover the asset from the Commander was an embarrassment for Rurik. He was eager to improve Third-Generation Dolls, but was frustrated by the Conglomerate's order to maintain a strict cap on their production.[5]

Rurik's arrogance eventually led to him being considered a liability by the rest of the Conglomerate, who tasked Winfried Zimmerman from Cecht FABN with taking Rurik and the Girard Group down. Cecht FABN discreetly leaked information about control over Odesa to the city's Chief,[11] including their illegal armed forces and manipulation of the city's finances, revealing that Girard's generous and publicized initial contracts had discreetly turned into costly maintenance in half of the city's infrastructure, increasing expenses while development slowed down. The Chief kept his investigation secret to keep Girard from retaliating[4] and eventually located Girard's underground labs. However, he had not taken enough precautions, and Cecht FABN cut him off before Rurik could find about their involvement in the investigation.[11] Cocoon warned Rurik that the Chief was about to share his results with NOMFA, in response Rurik hurriedly transferred the Third-Gen Dolls control servers containing evidence from his headquarters to a secret lab and sent Sextans to assassinate the Chief, but she was photographed by a passing drone.[7] Cecht FABN determined to manipulate NOMFA into taking down Rurik next.[11]

Due to Rurik and the Girard Group's popularity in Odesa, the company was expected to keep their administrative authority over the city after the end of its purification process. The assassination of the previous Chief of Odesa and attempted assassination of NOMFA Councilor Kalina in ODE-01 by Sextans, presented by Girard as a rogue Doll, led to the loss of this opportunity, but the Group didn't put any resistance: Rurik was still the front runner for the position of interim Chief, since the URNC's Central Government specified they should be elected based on public approval. The Group also attempted to appease NOMFA by collaborating with the investigation of the ODE-01 incident, where Kalina was a suspect, and not protesting the fines incurred by the same incident.[3] The ODE-01 incident only caused a small temporary dip in Girard's stock prices.[7]

Girard had Fedya's team assigned as Kalina's guards to monitor her[3] and quickly learned that the NOMFA Dolls had accessed the crime scene of the former Chief.[12] When the Dolls found the results of the Chief's investigation,[4] Rurik personally intervened to obstruct their work, claiming they were stealing confidential documents and needed to have their memory purged, relenting only when Kalina threatened to interpret his accusations as directed towards NOMFA itself.[12] Rurik intended the Dolls to seize some data in order to mislead them until the elections were complete, when he would have greater freedom to deal with them, but he didn't expect them to obtain an unsent message from the former Chief pointing them to a locked at a railway station in ODE-22.[7] Rurik didn't suspect that the message was probably a fake planted by Cecth FABN.[11]

In the next two weeks, Rurik actively campaigned as the most visible candidate, with some of his campaign funds extorted from Cecht FABN, his speeches attracting around ten thousand people. In interviews, he stressed the Girard Group's origins as a small factory of Odesa, which grew by contributing vehicles to the Purification Project. He encouraged citizens to purchase Girard stocks, presenting them as investments into Odesa's technological development. As a result, Rurik led the polls by a wide margin. To get rid of the NOMFA Dolls, Rurik prepared a trap at ODE-22, while feigning to want to stop them by sending automatons after them:[7] after destroying the message left by the former Chief, he had a large sum of Sardis Gold planted in the locker alongside a fake contract for an illegal transaction in Kalina's name. Heli[5] also temporarily changed PubSec's databases to mark the NOMFA Dolls as dangerous and cause patrols to target them,[13] while Fedya delayed the correction of the "mistaken records".[1] Rurik's trap failed when the Dolls evaded Cocoon's surveillance by selectively hacking cameras and successfully ran away with the fake contract, leaving Girard with too few material to make a PR move against NOMFA. Moreover, the Dolls still obtained a new clue guiding them to the hidden labs hosting Girard's servers.[5] The clue was planted by Cecht FABN.[11]

With Cecht FABN collaborator Darture goading them, the lab and servers were utterly destroyed during the fight between the Chaos prototype and the NOMFA Dolls. With the servers gone, Cecht FABN seized Third-Gen Doll technology and remote control, ending Rurik's monopoly while Cocoon caused the omnipresent Girard equipment in ODE-04 to malfunction or go haywire,[11] from security automatons and vehicle down to coffee machines,[6] further hurting Girard's public standing. However, Zimmerman still needed another blow to destroy public support for Girard in Odesa.[11] Rurik made a formal apology and blamed technical vulnerabilities caused by the increased production output to cover Odesa's demand, but violent protests emerged against Girard's monopoly as his public popularity declined, and even Fedya started to reconsider his loyalty. Rurik's failing popularity directly supported Zimmerman's own campaign.[6]

As stock price failed while fines and compensations increased, Girard's finances strained and the Families of the Conglomerate reneged on their promise of support. Rurik extorted real estate from Cecht FABN to sell them and quickly acquire liquidity,[14] which proved to be a trap: the vaccine factories transferred by Cecht FABN to Girard proved to be involved in the production of illegal vaccines, and the Girard Group was summoned to court.[15] The Conglomerate and Fedya refused to support Rurik further,[15] and when he refused the summon, Fedya dispatched the NOMFA Dolls to capture him. The team was recalled to take part in the anti-insurrection Operation Xyster when it was revealed that Rurik had activated a backdoor program in every Girard system in Odesa, shutting down most equipment while causing security droids to go berserk, plunging the city in chaos to cover his escape. The complete shutdown also impacted the cooling systems of the Selene Experimental Power Plant of ODE-07, threatening to completely destroy the city.[16]

Rurik flew away from Odesa in his private jet, but Darture and Groza? were already aboard and assassinated him before causing the plane to crash. Groza? then moved into Odesa to increase the damage of Rurik's insurrection,[17] furthering Zimmerman's interest as he presented himself as one of the city's saviors. Eager to avoid the URNC central government's ire, the Oblast government quickly denounced the Girard Group and Rurik. His body was eventually found and he was officially pronounced dead in the crash of his plane due to an engine failure. The Girard Group admitted to owning Sextans at the time of the former Chief's assassination and the ODE-01 incident, and were charged for illegal operations, possession of lethal privately armed units, obstruction of justice, bribery, murder, assault and intimidation. Many government officials who had colluded with Rurik were brought to justice, reducing the number of candidates to the Chief's succession. A month later, Zimmerman was appointed interim Chief.[18]

With Rurik's death, a new chairman of the board of the Girard Group was appointed,[19] with Oleg apparently inheriting the role.[10][Note 1]
