Winfried Zimmerman[1] is an NPC in Girls' Frontline 2: Exilium introduced in Deep Oblivion.
Background
Before becoming a legislator at the Odea Parliament, Zimmerman was a businessman in the city. His company was saved by the then Chief of Odesa, who defended local businesses from European conglomerates. He's described as a soft-spoken and unimpressive man,[2] concealing his true character.
While Zimmerman had a bad relationship with Rurik Girard, he's close to Oleg Girard and his daughter Orphelune, who calls him 叔叔 (“uncle”).[3]
Story Involvement
At the start of NOMFA's investigations of the Girard Group in Odesa, Legislator Zimmerman sided with Kalina against the attacks of Girard's PMCs against the NOMFA team. He revealed the murder of the previous Chief of Odesa by Sextans and asked for NOMFA's support to bring to justice the murderer of his mentor and friend. He recommended Major Fedya as a trustworthy agent within the local police force, though he was actually an agent of Girard. He also claimed that he didn't plan to run for the position of Chief due to the cost of campaigning against Girard, but changed his mind after receiving NOMFA's support.[2] His campaign was initially so small as to not even be televised.[4]
When NOMFA investigated the scene of the murder and Rurik Girard interfered, Zimmerman attempted to placate him while his secretary warned Kalina of the incident and she arrived to stand against Rurik, since Zimmerman had little political power to oppose Rurik[5] and Rurik himself looked down on him.[4] When Girard's men in Public Security falsely marked NOMFA's Dolls as illegal, Zimmerman cleared their record, but only after a long delay. Due to the incidents where an underground lab caused a collapse in ODE-04 and Girard automatons went haywire in the city, Rurik's popularity declined and Zimmerman's started to increase as he organized disaster relief. It became clearer that Zimmerman's collaboration with NOMFA was part of his electoral strategy.[6] During Operation Xyster, both Zimmerman and Director Kryuger of NOMFA argued with the Oblast government to prioritize citizen evacuation over preserving infrastructure,[7] which it eventually accepted to save Kalina, who deliberately put herself in danger.[8][1]
A month later, Zimmerman was elected interim Chief of Odesa. He was propelled by Rurik's death during Xyster, his public appearances with Director Kryuger, a platform of stability and continuity of the previous Chief's policies, and a documentary depicting him as a man of the people. To NOMFA's surprise, however, Zimmerman quickly facilitated the access of Cecht FABN to Odesa's government, effectively replacing the Girard Group instead of preventing big companies from interfering with the city's governance. Zimmerman had actually set up NOMFA's investigation to take down Girard, who had been disturbing the progress of Project Lullaby by bullying other companies in the Orlog Conglomerate.[1] Soon after, Zimmerman arranged with Cecht FABN to lower the price of ELID vaccines to secure popular support and proceed with the next step of Lullaby.[9]
