Major General Carter Petrovich Neustadt[1] (卡特·彼得诺维奇·诺伊施塔特, tentatively transcripted in Russian "Картер Нойстаьд") was a general of the Neo-Soviet Army and commander of the KCCO. He was once Berezovich Kryuger's superior, enabling Griffin & Kryuger to get away with many illegal acts, such as having a force of Dolls larger than what was legal for PMCs and arms smuggling. He also supported Kryuger’s investment and employment of Tactical Dolls.
As early as 2034[2] and through the early 2060s, Carter led the Soviet Agency for International Military Technical Cooperation (苏联国际军事技术合作局[2][1] or 国际军事技合作总局[2]), but was close to Russian conservatives opposing the post-war world order. Alongside the many military contracts held by his agency, Carter sought information and technology from Paradeus in Europe.[1]

- General Carter is mentioned in the Confidential Files of The Art of Girls' Frontline Vol.1 as a Pan-European Alliance officer. This could be an homonym, an error, a sign that the PEA was planned to be the enemy military faction in Girls' Frontline instead of KCCO, or that the KCCO's original objective was to break out of the PEA instead of trying to foil their government's plans to join it.
