Weapon Background[edit]

The Howa Type 64 Battle Rifle (64式自動小銃, Roku-yon-shiki-jidou-shoujuu), is a Japanese battle rifle used exclusively by the Japan Self-Defense Forces and the Japanese Coast Guard, with a small number of Howa Type 64 marksman versions being used by the Special Armed Police unit. It is a gas-operated, selective fire weapon chambered for the 7.62×51mm NATO round and uses a detachable 20-round box magazine.

In the decade following their creation in 1954, the Japanese Self Defense Forces had been using old M1 Garand rifles supplied to them by the United States. In 1964, the Defense Agency (later renamed to the Ministry of Defense) would push for a domestically designed and manufactured battle rifle to replace the M1 Garand in service.

The task of designing a new infantry rifle for the JSDF was given to Howa Heavy Industries, under the direction of General Kenzo Iwashita. The first two prototypes for the Type 64 featured elements of the Armalite AR-10 series of rifles, while the third prototype was apparently based off of the M14. However, it was a later prototype (designated the R63E) that would become the base for the eventual Type 64.

Many features of the Type 64 were designed with the intent of managing recoil and improving user accuracy. While the Type 64 was chambered for the 7.62x51mm NATO standard cartridge, the ammo used by the JSDF featured a reduced powder charge. This was done in an effort to control recoil and reduce muzzle climb while firing the rifle in full auto. The stock featured a hinged buttplate, again in an effort to help with accuracy in full auto. The Type 64 also includes an external gas regulator to help control the gun's cyclic rate of fire.

As a consequence of being designed around using their specialty lower-power cartridge, the Type 64 will deteriorate faster if fired using standard NATO rounds. Despite this draw-back, the rifle still featured a gas setting on its regulator to allow for firing standard power load ammo.

The Type 64 was never exported due to Japan's strict anti-hardware export laws. It has since been replaced by the more advanced Howa Type 89, but is still in service with all branches of the Self-Defense Forces and the Japanese Coast Guard.
