Major General Carter Petrovich Neustadt (tentatively transcripted in Russian "Картер Нойстаьд") was a general of the Neo-Soviet Army and commander of the KCCO. He was once Berezovich Kryuger's superior, enabling Griffin & Kryuger to get away with many illegal acts, such as having a force of Dolls larger than what was legal for PMCs and arms smuggling. He also supported Kryuger’s investment and employment of Tactical Dolls.

Trivia

• General Carter is mentioned in the Confidential Files of The Art of Girls' Frontline Vol.1 as a Pan-European Alliance officer. This could be an homonym, an error, a sign that the PEA was planned to be the enemy military faction in Girls' Frontline instead of KCCO, or that the KCCO's original objective was to break out of the PEA instead of trying to foil their government's plans to join it.
