Brigadier general Carter Neustald (Russian: Картер Нойстальд) is a general officer of Neo-Soviet Army and a supreme commander of KCCO.

General Carter is mentioned in the Confidential Files of The Art of Girls' Frontline Vol.1 as a Pan-European Alliance officer. This could be an homonym, an error, a sign that the PEA was planned to be the enemy military faction in Girls' Frontline instead of KCCO, or that the KCCO's original objective was to break out of the PEA instead of trying to foil their government's plans to join it.
