The UTS-15 was conceived as a result of a request to UTAS made by Smith & Wesson in 2006 to develop "the ultimate police shotgun". Smith and Wesson presented a list of criteria that this weapon would need to adhere to: it needed to be chambered in 12 Gauge; it had to be pump-action; the weapon had to have an overall length of less than 30"; and it needed to have a 13-round minimum magazine capacity.

Other features of the weapon include a lightweight polymer construction, a top-mounted picatinny rail for the mounting of a wide variety of both iron and optical sights, barrel threading for choke tubes, and a button for controlling the optional light and laser assembly.
