The Special Circumstances Armed Police Force (SCAPF) was a Chinese paramilitary peacekeeping organization in charge of defending relics sites and handling ELID infections outbreaks.[1] It was one of the many anti-ELID groups constituted by many nations during the Cold War as relics research was ramping up and ELID outbreaks became more widespread.[2]

Four agents from the SCAPF task force operating in Shanghai under the name Extraordinary Circumstances Peacekeeping Police Force after the breach of the Beilan Island relics site were involved in the First Beilan Island Incident.[1]
