The easiest way to progress through the story is to improve your overall Echelon stats. Fortunately, this game provides a free-to-play/farmable Echelon option which can clear most content. Keep in mind that you shouldn't judge T-Dolls from its rarity, but from its usefulness.
Simplest way is to copy Support Echelon used by free NPC, Griffin.
