The UNRSA was founded in 1992<ref>{{cite|cf1|part. 1}}</ref> and most notably launched the [[GAVIRUL]] Reproduction Project.

The Agency was closely involved in disaster relief efforts all over the world after the [[Beilan Island]] Incident, but their efforts were squandered by political opportunism and tensions. In the year after the incident, two projects that sought to preserve mankind from complete destruction during the impending [[World War Three]] appeared among the agency's members: Project Prometheus, which proposed to infiltrate key organizations and guide mankind toward the formation of a world government, and Project Beacon, which proposed to create a closed community of mankind's best in Hollow City. Rossartre's revelations caused a rise in violent activism and the United States expelled the Agency from its New York headquarters and all of its members. Before leaving the country, they held a vote on which project to support, and Project Beacon won the majority despite Rossartre calling it a betrayal of the Relic Agency's ideals.
