This is likely inspired by the fact that Project Abakan intended to produce a newer, more modern, higher performing standard service rifle, as a weapon AN-94 met and/or exceeded all the criteria but was still unable to replace the Soviet gold standard AK-74 and thus in a sense "failed" all the expectations.
