Victor Pavlovich Zelinsky (Chinese: 维克多・巴甫洛维奇・泽林斯基, Polish: Wiktor Zieliński[1], Russian: Ви́ктор Зелинский)[2] is the Bureau Chief of the Bureau of State Security. As his chief concern is the safety and stability of the Neo-Soviet Union, his goal is to bring his nation to advantageous negotiating terms with the rest of the Pan-European Alliance while eliminating dissident elements within the Soviet government, chiefly the KCCO.
Background
Zelinsky was born in 2000 in Poznan, Poland, from a Polish-Belarusian couple of Volkswagen factory workers. He graduated from the course of mathematics at the University of Warsaw,[2] during which he met with his mentor Mikhail Tsvigun: in 2022, when Tsvigun was talking at a panel about Relics research at the Poznan University, he was approached by Zelinsky with evidence of the 1981 Pike test deployments at Khyber Pass, which he had collated entirely from deep analysis of publicly available documents. Tsvigun and Zelinsky would develop a deep bond and would come to be perceived as father and son.[3] Zelinsky became an engineer in the same Poznan Volkswagen plant as his parents, but was fired along with his mother a year later for organizing an armed group during a strike. His father froze to death while out drunk around this time. Moving to Brest in Belarus, he joined the local Russian Communist Party and eventually became the head of the secret operations and internal security of the New Banner internal faction.
After the revolution in Belarus, at 30 years old and after only 6 years after joining the covert operations of the party, he became the head of the Brest Security Operations Division and the Belarusian Safety Committee, the Chairman of the Belarusian Security Council and the Minister of Internal Affairs, and later the Chairman of the Political Security and Intelligence Committees. His skill in directing secret plans and managing intelligence earned him the attention of the Russian Federation's FSB, but their agents failed at effectively establishing surveillance on him. Covertly, Zelinksky was taking part in the Bolshevik plan to take over the Russian Federation and re-establish the Soviet Union,[2] using his connections to quash all anti-Bolshevik plans[3] while working with Tsvigun during the Beilan Island Incident in 2030.[4] In August 2031, Zelinsky entered the FSB headquarters at the Lubyanka Building in Moscow with several wanted criminals and announced his takeover. Backed by infiltrated Communist Party members in the FSB, the change of power was carried without violence, and in exchange for winning over the FSB, the Party also conceded more leniency on the FSB's black budgets.
The Party appointed Zelinsky Chairman of the Inter-Departmental State Security Service Cooperation Convention, the precursor to the unified national security department envisioned by the Party, but opposed by the Ministry of the Interior, the FSB, the SVR, the Ministry of Defense, and some in the Supreme Soviet. But in 2034, two years after the Neo-Soviet Union was formed, the Supreme Soviet passed the National Safety, Enforcement and Intelligence Apparatus Reorganization Plan that created the Ministry of Internal Affairs and made Zelinsky Minister of the Interior, overseeing the Bureau of State Security (successor to the FSB), the SVR and the Internal Affairs Enforcement Department. Zelinsky used his connections, especially to Tsvigun, to control and purge any voice of dissent during this reorganization.[2]
While Minister of the Interior in April 2047, Zelinsky met with the young Anna Tsoi while in visit in Uzbekistan, and a photograph of them shaking hands became widely used by the press after the war. Zelinsky later facilitated Anna's access to the Ministry of Internal Affair's C.M. Kirov Command Academy in Ordzhonikidze after she decided to become an national security agent.[5] He is called a Director in records dated May 2049, implying he was no longer Minister of the Interior by this time.[6] In the post-war period after 2050, the Rossartrists considered Zelinski to be a suitable partner for their needs, as Tsvigun was before.[7]
In his internal file, Zelinsky is described as a scrawny but towering, 1,92 m tall man, unmarried and living a Spartan life but with a fondness for children. The file records suspicions of him of being homosexual.[2]
Story Involvement
During the Sangvis Ferri HQ joint assault, where the KCCO would betray Griffin & Kryuger PMC in their plan to obtain a key to activate Relic Technology, Zelinsky deployed agent Angelia and Task Force DEFY to gather intelligence on KCCO's objectives and disrupt their operation, but denied her reinforcements because she lacked critical proofs of KCCO's plans and an offensive would expose the internal Soviet disputes to the rest of the world at a critical time for negotiations with the Pan-European Alliance.[8] Angelia eventually decided to use a Collapse bomb procured by Havier Witkin. Zelinski pinned the blame for the bomb on KCCO,[9] but also declared Angelia to be a traitor for disobeying orders.
After the G&K Commander was rescued from Paradeus facilities, they were met by Havier and Zelinski, who informed them that the massive amount of classified data Angelia had entrusted them with had made them a critical national security risk. Zelinski was willing to spare them an execution and even help clear Griffin & Kryuger's name if they worked with Statesec to root out the threat of KCCO.[10] Zelinsky first tasked the Commander to protect a diplomatic meeting in Belgrade, being wary of involving Statesec due to the meeting taking place in a neutral country.[11] He still posted Statesec's Vympel forces outside the city to intervene should the PMC prove insufficient.[12] During the Belgrade events, William routed a phone call directly to Statesec's offices and tried to extort from Zelinski the access codes to a certain secret base, in exchange for the safety of the Pan-European diplomat Gilda Ulrich and the location of other bases.[13]
While Zelinski refused to comply with his offer in Belgrade, William arranged another phone call during which he revealed that the Paldiski Submarine Base in Estonia would be the next target of the KCCO.[14] With the Belgrade debacle nevertheless coming to a fruitful conclusion on the diplomatic side while Statesec also recovered the Pike Node hidden in the city,[12] Zelinski dispatched the Commander to the Paldiski Base, tasking them to destroy the KCCO while Statesec arranged the elimination of their political supports and commanders back in Russia.[15] With the successful mission at Paldiski Base, Zelinsky seemingly released the Commander and Griffin & Kryuger of their obligations.[16]
