When the debuff expires, all enemy units will gain a shield with HP that equals ($amp_hp_value)% of a dummy-link's health, lasting for 5 seconds. When an enemy echelon initiates a battle, grant all friendly units a shield with HP that equals ($hp_dam_value)% of a dummy-link's health, lasting for 12 seconds.
