Simulate a desert environment at the specified area, reducing the movement speed by ($ms_value)% (does not stack with Beach fairy) and rate of fire by ($rof_value)% of all allies and enemies within. Additionally, reduce accuracy by ($acc_value)% every 5 seconds, up to 5 stacks. The simulated desert will last for ($turn_duration). If an echelon is equipped with Desert Fairy, reduce the effects of the desert on that echelon by ($negate_value)% and grant ($dam_value)% damage reduction to the leader.
